It depends on how elaborate the work is, and how routined and skilled the artist is. If they're a busy, appreciated and well known artist, they're more likely to be able to price their work accordingly. Usually, what they want to get for their work and what the customer wants to pay may lead to a compromise.
If you commission a portrait drawing based on a photo of you from the guy at the street corner, you're likely to pay less (maybe $20) for it than if you've spent two weeks' worth of business days making a custom dress or costume for someone, where I'd probably rate it at $800 and up, depending on how elaborate it is...
I've paid $600 for a custom made underbust corset, which is my most recent commission to a very skilled artisan. However I can rarely afford that kind of money regularly.
I'd price commissions to individuals with a little flexibility for haggling, while I'd keep set rates for businesses (say if I'd get a commission to make a dozen liveries for a caterer, I'd set a fixed price for the product).
At risk of repeating what many said before, it depends on many things... The quality of the artist and the work is one... but also the time to deliver and what you are asking... Is not the same to ask for a sketch that a full pic, is not the same to ask for a electronic copy that's send by e-mail that a hard-copy, is not the same to ask for one pic than a full animation than implies many more drawings or a game that also implies coding...
Also in my case, dollar in my country is very high, so prices that can seem low to some are very high to me... I'm not saying you should take that into consideration when you rate your work, the international prices are those, but it may make you understand the position of some...

Ich glaube, die Umfrage zeigt, dass viele Leute nicht einschätzen können, wieviel Arbeit hinter einem artwork steht und das ein Künstler auch davon leben muss. Außerdem ist Kunst in vielen Ländern einerseits oft etwas für höhere Klassen (allerdings schauen die sich sowas wie in unseren Bereichen weniger an) und in den unteren Klassen (ich meine jetzt vom Einkommen her) herrscht oftmals die Meinung, das Kunst für alle sein sollte, sprich kostenlos.
